First fight?

Eli was in the bumbo and I was reading to him. He seemed to be interested in the pages (in his mouth!) but the movement kind of simulated turning pages so I kept reading to him with him "turning" the pages.

Tobey was interested so he came over and joined us. He wanted to turn pages too but would just grab them out of Eli's hand. Eli started to fuss and even turned his head to Tobey and kind of fussed in his direction.

Seemed like a mild version of a first fight to me.

I didn't know how to handle it. Do I say that Eli turns all the pages because I started out reading just to Eli? Do I make them take turns? Do I say that I turn all the pages and neither of them do? Not to put even more pressure on myself but I guess it's time to be as fair as possible to try to squash any sibling rivalry or favoritism.
